Surrey was once gang owned, and then mob owned at one period of time. However, the gangs are now silent, and the mobs have seemed to leave. Among a select few rumors are that the Yakuza is still hanging around, and if they are they're plotting and waiting for the right moment. But most believe they have finally gone.
